Это у Вас просто администраторы-шабашники, гнать таких надо. По хорошему, в продуктивной системе дают программистам полномочия на отладку без изменений переменных. К сожалению, не помню сейчас объект полномочий, требуемый для этого. Завтра на работе посмотрю и напишу.

Upd: Объект полномочий S_DEVELOP, тип объекта DEBUG, тип операции 03.
